Detailed Walkthrough[edit]
After getting the orders from Rojanna, go downstairs to Kathellomar on the ground floor and he will tell you that this is a political situation that Rojanna doesn't particularly possess the nuance to understand, and Kathellomar implores you to bring the proof of Ralam Hlaan's wrongdoings to the Magistrate in Bal Foyen, for him to stand trial. That way there's no blowback on the Legion for killing one of House Hlaalu's members. It's up to you what route to take here, but you'll need to reach Ralam Hlaan first.
Head straight south of Bal Foyen, following the road signs to Indal-ruhn. When you reach the Oran Plantation, just walk straight south to Indal-ruhn.
From Indal-ruhn, go take the road going east out of the city until you get to a road sign, then go north across the bridge, then take a right at the end of the bridge, up the hill past the fencing, and follow the coast. The Passur-Sur Lookout tower is very obvious. Make your way up and into the top of the Lookout tower, and speak to Ralam Hlaan.
You may need an invisibility potion or get lucky with Chameleon to pick up the Bonemold Shield to his left on the dresser, to find the incriminating note, without accruing a bounty.
Path 1: Confront Ralam Hlaan with the note[edit]
Speaking with Ralam Hlaan about the note, you can either attempt to arrest him, or agree to giving him the note and recieving a reward from someone else.
- If you give him the note, head over to the Oren Plantation, turn right as soon as you enter through the main gate to find Dels Ravyn's home, and speak to Dels Ravyn in his home for a reward of 500 gold.
Path 2: Turn in the Note to the Magistrate in Bal Foyen[edit]
You can also do the opposite and make Ralam Hlaan face justice through the legal system. Take the note and go straight back to Bal Foyen, and go find Magistrate Janonia Melitus on the western side of the city, in the Imperial Commission. The Imperial Commission is to the southeast of the Temple of Mara (left of the building).
Enter the building and go straight from the entrance, and go up the stairs, and enter the first room on your right/left depending on what flight of stairs you went up, they both lead to the same place. Janonia Melitus is under the stairwell at the southwest side of the room. Speaking with her about the note you found in Ralam Hlaan's room, she states she will have Ralam Hlaan stand trial for his crimes, and thanks you for bringing this to her attention.
Head back to Fort Ancylis, and speak with Rojanna first. She won't be pleased that you didn't just bring her the note and kill Ralam, but you're not in trouble, generally. If you go speak with Kathellomar and he will give you Chains of Credibility, a chain cuirass that bestows a personality buff when you cast the effect on the item.
Path 3: Kill Ralam Hlaan[edit]
You can confront Ralam Hlaan with the note, and tell him you're going to arrest him. He will put up a fight, and you will kill him. You can then report back to Rojanna Jades for your reward of an enchanted sword, Icicle.
Notes[edit]
- The incriminating note in question (TR_m4_IL_Ralamnote) can be found under the Bonemold Shield to the left of Ralam Hlaan on the topmost floor of Passur-Sur Lookout.
