Dilborn is a Breton mage who can be found in the Residential Sewers. He is being held hostage by Drathas Nerus' gang, as he owes money to Drathas. Dilborn is a charitable man, he is even teaching a Nord named Thrud to read. This barbarian wants Dilborn free. His only possessions are the slave bracers he wears.
