It requires not level 65 in Conjuration, but Conjuration Ritual Spell quest. Source:

Decompiled script b003_qf_ccbgssse003_zombieque_0200083d.psc has this line:

MGRitualConjurationBooks.AddForm(ccBGSSSE003_ConjureZombie04 as Form, 1, 1) ; #DEBUG_LINE_NO:59

Here ccBGSSSE003_ConjureZombie04 is a Spell Tome: Conjure Malignant Zombie and MGRitualConjurationBooks is a list of books available for purchase after Conjuration Ritual Spell quest.

I tried correcting information on the page itself, but it seems like Spell Summary template automatically decides requirements based on spell level. This spell is Expert-level and automatically gets "Purchase from (Conjuration lvl 65+)" line.
