Torturers are Nord vampires in service to Lord Falgravn. They are encountered dduring the last phase of the boss fight, where they are in side rooms, draining the blood of prisoners.

Once the energy field blocking the way to the cells is temporarily removed, make your way to them and kill them. Killing two torturers results in the captives coming out and helping the party attack the boss.

If the torturers aren't slain, the blood they drained goes to the boss who is then healed, and the torturers then enter the arena to assist the boss, with the torturers now enraged and dealing much higher damage.
