Party Crasher is awarded during the main quest in the Blackwood chapter for completing A Mysterious Event quest.
Earning this achievement will allow you to purchase the Deadlands Tormentor, Chained (page) for your house. It costs 20,000 and can be purchased from Miraso Marvayn in Leyawiin.
