Edjar will ask for your help to free his packmates in return for information to rescue Fennorian from Exarch Tzinghalis' tower. Merthida can be found hacking away at stone with a mining pick while under the careful watch of the Gray Host.

Merthida: "You don't smell like the Gray Host. Run, before they catch you, too."

After you break the magical chain holding her, she'll thank you before transforming and running away.

Merthida: "You set me free? I owe you one!"

Merthida can be found in Werewolf form along with the rest of her pack once you meet with Edjar once more.
