Kinsman Haladir is a Dark Elf noble in Mournhold. He wander between the front of the City Hall over to Belosi Hlaalu, whom he speaks to.

He is not dismissive of the potential of the Maulborn:

"We must be cautious. I believe the Maulborn still pose a serious threat."

He can be seen having a conversation with Belosi over the defeat of the Maulborn at the gorge:

Kinsman Haladir: "News from the Gorge has arrived. The Maulborn have been defeated."

Belosi Hlaalu: "I'll order the merchant caravans to get back on the roads immediately."

Kinsman Haladir: "Are we sure that's a good idea? We can't be sure the threat is really over."
