You would need to travel to the Lost Tombs in the Abyssal Depths section of the sewers, where you would once more find Emperor Leovic's soggy corpse on a throne of bones. You would slay the emperor and return to the Quartermaster for a reward.

"We need to put some floor mats down, with you soldiers tracking in filth from the sewers all the time. I'll talk to General Nedras about it. You have something to tell me?"
I killed Emperor Leovic. Again.
"Glad to hear it. I was the first to discover his body in the sewers, sitting on a throne of bones. The monster smashed me right in the face. You've earned this."
"Any particular reason you're bothering me?"
I killed Emperor Leovic. Again.
"Reachmen like Leovic drove me from my home in Skyrim. These savages have no place in proper society, never mind sitting on the Ruby Throne. I hope his undeath brings him torment and horror. You earned your reward."
