Bruiser is a Heartland Butcher's Dog who accompanies Witch-Killer Caurdreth on the roads around Tamriel. He can be only be found during the Witches Festival event as a random encounter.
If you collected the Cat-Shaped Ward from the Festive Witch encounter, you can give it to Caurdreth. Three ghostly senches will then spawn, chasing Caurdreth and Bruiser away.
