The rumour about a city in the water is not related with Boethiah temple[edit]

The city in the water Tolvise cousin claims to have seen is not Boethiah sunken Temple. We have a couple contexts and some source making that correlation more than dubious:

1. Boethiah Temple is not "close" to Gnaar Mok but to Hla Oad, at 2 cells from than last village, while Gnaar Mok is more than 3 times further away, at an ingame distance of 7 cells (a considerable distance in Morrowind gameworld, as much as Pelagiad is detached from Ebonheart). Additionally those are the ruins of a daedric shrine, not "a city".

To use another example with the same distances: If there was another rumour about "a lady looking for a bandit she is in love with, close to imperial fort of Pelagiad", we could expect to find that woman truly close to Pelagiad as Maurrie Aurmine is in vanilla game, but if Maurrie didn't exist, we could imagine that was some incomplete content or just a false rumour, but what we definitivelly would not consider plausible is that the rumour is about a completely different woman close to imperial town of Caldera instead and looking for bandits because they stole from her and not because she was in love with one, as was the case of Aeta Wave-Breaker e.g.

2. M'Aiq the Liar mentions explicitely the location of Boethiah temple as close to Hla Oad and doesn't mention any other town.

3. In Morrowind Official Guide, the part about Boethiah quest mentions how it's "one of the most obscure locations" in the game and how the only hint player has it's M'Aiq the Liar dialogue. Considering how exhaustively written the Guide is, including all the quests and their details but also "quests" without journal entry or quest giver, all secret locations, all shipwrecks locations and some other free adventuring and environtmental narrative examples, I think is very implausible that a second hint about the shrine could have been ignored there.

Consequently I think we don't have anything pointing to Boethiah sunken temple as the explanation for that rumour and that misterious city could be anything, from an example of unreliable narrator, to some unfinished content or just a way to make players explore those waters as there are two shipwrecks close to Gnaar Mok e.g.
