Morrowind:Voice Actors
Apart from a few cutscenes for the main quest, most dialogue in Morrowind is text-only. Voice actors only recorded lines for idle remarks, greetings as you approach, combat taunts, and other exclamations such as when you commit a crime.
The Tribunal and Bloodmoon expansions took voice acting further, however. Especially in the second expansion, most quest givers will have a voiced dialogue line relevant to the quest stage play when you approach them.
