Kill the leader of a smuggler ring in Mannammu, southeast of Pelagiad.
The Gang are smugglers based in Mannammu, just a little southeast of Pelagiad. Though you only have to kill Dovres, you'll have to go through a half-dozen of his friends to get to him at the very end of the caves. You can skip a couple of his goons, since there is a way directly to him via an aquatic passage. Alternatively, you can simply sneak past all of them using stealth or magic.
None of the gang carries any particularly special non-random treasure, apart from one silver dagger, but there are a large number of containers of smuggled goods in the cave.
