Vals Varano

Vals Varano is a Dark Elf Caretaker found within Vendicci Manor in Andothren. He is nominally in service to the manor's owner, Vermilius Vendicci, earning him the moniker 'Vals the Valet' among certain persons who know him. However, in truth Vals is someone much grander - the secretive strongman of the city's Camonna Tong.

Embittered by the Imperial occupation of Morrowind and the vices of his clueless employer, Vermilius, who he describes as "a self-centered buffoon", Vals ultimately wishes for the ejection of the Empire from the province. It is he that was responsible for the infamous massacre at the Dusky Alit that ultimately drove an earlier incarnation of the Thieves Guild out of the city.

In a final confrontation during Andothren Regained, Vals offers a resurgent Andothren Thieves Guild a new truce, based on the principles of each criminal group sticking to their lane. He backs his offer with the threat of bloodshed, and while initially civil, can grow so infuriated by any defiance that he ultimately attacks. Nonetheless, if the truce is accepted, Vals honors his part and retires, reasoning that even if the Thieves Guild is rooted out, as it once was at the Dusky Alit, it will only grow back again.

As an alternative ending to the quest, Vals can be reasoned into submitting himself to imprisonment within the cells of Fort Ancylis, atoning in this way for the blood shed on his orders.
