Bandit Camp: Pinewatch Heights MIA

I've never had this happen before, but I went to this bandit camp in search of a copy of The Lunar Lorkhan, and the camp wasn't there. No bandits. No dead elf on the log. No apothecary satchel. No tent. And no copy of The Lunar Lorkhan. Are there some sort of conditions that have to be met before it spawns in? Or is it removed from the game after certain conditions are met?
