Servants Don't Respawn

So I've returned to Blackreach, and while all the other creatures respawn, the Falmer servants in the ruined Dwarven city don't respawn with the Falmer. I've searched in the exterior and interior areas, and there's no servants to be found. Also, the containers in most interior areas that are supposed to respawn, don't. The same for skill books in both areas, and Nirnroot in interior areas. Has anyone else noticed this? Should it be listed as a bug on the appropriate pages?
