Reading Convincing Lleril will inform you that you must just simply pay off Lleril Morvayn in Raven Rock.

Travel to Morvayn Manor in Raven Rock and speak to Lleril:

"Anything you can contribute to Raven Rock will be greatly appreciated."

So with this payment, the East Empire has license to operate in Raven Rock?

"Of course! Raven Rock's doors are open, friend."

This will complete the quest and East Empire Camp Raven Rock will be built on the docks.
