Kao'kuul is an Argonian Behemoth who can be found in the Silent Halls. He can be found feeding on carcasses in the center of a shallow pool.
He has a chance to drop the Antiquity lead for a Reinforced Clasp Anchor, a fragment of the Shapeshifter's Chain.
