Argonian Villagers can be found in Stonewastes Keep where they have been captured by the Sharp-Eyes. Dead Argonian Villagers can be found at Hutan-Tzel alongside deceased Brigadines.

Quest-Related Events

While you attack the keep with the Winds, Elossi, the Sudden Gust will call you to her when you near her. Up above you, she has noticed several villagers caged and Elossi asks you to turn a nearby crank so she can get up there and free them. Elossi appears on the walkway above and turns the second crank, opening the cages:
