Audio from a recruiter for the "anti-Enforcer" faction, part of the scrapped Enforcer system. Not sure if this was supposed to be the Thieves Guild or some other organization: still digging. I've seen a few things that might imply the Thieves Guild was involved with the system, then reworked into what we have today after the Enforcers were scrapped.
